not true. many things can be discussed here.
1. towers provides faster quanta. Just by immolation or cremation already gives  :fire user lotsa quanta, towers speed it up making mono :firebolt deck so efficient.
2. How many is optimum? i say 12-15 for un-up 6-10 for up (depends on decks). Certainly, you can use the other slots for other card choices.
3. regarding upgrades, up-ping it is better than up-ping  other  :fire cards. For me it depends. immo decks wouldn't require up-ping that, i would rather upgrade golems 1st
