Way too much life, they make phoenix's practically immortal.  I'd also increase the rebirth cost.

Not 1 health; they'd be fodder for anything.  Say about 4 health and reduced playing cost for the normal, but say 3 for upgraded.

I think that Ash is fine as it is. A Phoenix doesn't do that much damage anyways, and it is very easily removable.

And I think Ash should be available at the Bazaar. Graboid and Shrieker are both available.
To be or not to be, I can do both at once. Go learn quantum mechanics, n00b.

Perhaps leave it as it is, but increase the cost of rebirth to 2 :fire. While it has high health, you must understand that it cannot do damage unless it is reborn. In many cases, you can simply devour the Phoenix and leave the Ashes be until they reborn. It is more food for your Oty and over time, effectively halves the damage of a Phoenix (4 damage over 2 turns).

I think it is fine as it is without changing the cost of rebirth, but might need some tweaking as the full extent of its effectiveness is still not yet established.

Phoenixes are not meant to die anyway. Be happy the Ashes are defeatable at all.
