Well, the usefullness of a bank also depends on the different skills: if there are lots of way's to lose your electrums (like the salvage X% of a defeated players electrum) and items (like the stealing ability from underworld) a bank can be usefull to stuff stuff you don't want to lose, otherwise you can simply increase inventory space. On the other side, having everybody constantly pack their stuff in their bank means there won't be any use for these skills, but, this is just one of those things alpha is for.
Yep, you are right. I'm not sure about what to do with this thing.

What if we brought back the buildings idea? That would incorporate some new mechanics and give the banks a place as well.

I don't think that idea ever left. It just hasn't been added to alpha yet. Elements being able to build their own Cities with the :electrum they get from capturing things is definitely something we need. Bank could be added as one of the buildings available. Yeah, I like that idea.

Would it be feasible to have the banks give interest? That might be a nice addition to the trading/economics side of the game. What if the bank's vaults could also be looted when a city got sacked? That would make things interesting, and give a possible downside to the interest gained.

Assuming that cities don't fall all that often, it hopefully wouldn't be terribly difficult to cause the contents of that town's bank to be divided up among all characters in the hex the turn it falls?

That's already confusing....but that's probably just me being a bit braindead today.
YoungSot is correct. It would be easy to divide the loot among the conquers. Interest thing is a great idea but needs a lot more setting up. But once built, it would be fully automated. I think that the best way would be to have a separate spreadsheet for a bank and give each player a "deposit box" in that bank. When you put money in your "deposit box", interest is added automatically each round. And if the city is conquered, all the contains of the bank get divided between conquerors.
