If those numbers do hold this will be one of the, of not THE best FG killer on the forum, factoring in that it has about 7 ttw.

Yes, I'd agree for the Dissipation Field; if you are truly desperate for some kind of stall, even Shard of Sacrifice could work better. ;)

I chose that because I needed something that protects well enough for one or two turns at most.  Once four or so novas are out, it buys just enough time, while being affordable, the light, fire, water mana is used by the combo/delay after that, you need a shield, with the extra quantum there, it works well enough. 
Although a Phase shield would probably work very well also, if it's stolen, that's big trouble for the deck, where if the Dis is stolen, then against some, you should be able to eliminate all their quanta still buying you time in another respect.

Incidentally, I won two games because of the diss, and only because I played it on the last turns. If it had gotten stolen (which it did in two other games, accounting for two losses), those would have been losses, and they would have been losses had I not played the diss as well. A card that's only effective half the time, to me, is a wasted card space. SoSac would be much better here.

Thank you for your testing ddevons, I've adjusted my top thing based on yours and another's feedback testing.
As odd as Dis is, it works, where others fail.  I've tried Sosac twice now, to no avail it interferes too much and my win rate in the trainer starts dropping fast.  It does not belong, sometimes you need that dis upfront to buy a turn for the combo which otherwise won't happen and Sosac kills that combo from the the instant it's played.  Also too many FG are OTK kills and you need to plan the chain with this at the end to work, but you might still need one last fractal of balls to pull it off.  I'm glad it gave you 66% of your wins, I find it gives me about the same too.  Also interesting is your the 2nd tester to get 30% on the first 10 games, honestly, I only got 20% on my first ten.  It took me a bit to figure out what does and doesn't win when.  I recommend getting used to the deck and trying another 20 games, you might start seeing that win rate go to 50% or so.

I haven't tested the deck yet but it looks good and the claimed winrate is promising.
However, I somehow think that with that draw power I'd replace 4 Nova for Quantum pillars, exchange one SoB for Steal and Diss Shield for Gravity Shield. If it gets stolen or destroyed the same thing could have happened with disshield. If you don't have steal in hand and a steal is to be expected, don't grow them more than twice (4hp). Other shields are possible but that's what I'd use, at least when I think about it. Tests are ibviously needed.

Take it and try different shields... it's a weird shield I know, but some how it flows right,  the game is always over by turn 10, most of the time at turn 7 or 8, you can't put out the quanta out of four quantum towers in 7 turns that 6 nova can.  I added shield based off of others results and suggestions, see my final build at the top.  My win rate settled a bit, it was a bit high, I expected as much 3 more of the FG were auto quits in the end, and a few moved for center win rate is around 44% Theoretically, that is about right too.

Dissipation shield makes this deck a tad bit shaky, seeing how it drains quanta from all field.  I would personally add some quantum pillars to this deck to balance dissipation.  For creature with momentum what do you do?  Also for permanent control maybe add enchant artifact to protect SoP + Dissipation Field.  (Counters steal + deflag)
