I agree.

Against most opponents it will only yield 2 cards per turn unupgraded, 3 upgraded.
Assuming this thing does not stack, a price of 8 / 10 seems high.
I think 5-6 / 7-9 (not 4 since the upped is yielding higher draw) is reasonable.

Sadly, its pretty worthless against Half bloods and False Gods.

Now if there were a way to give this to the opponent... that would be pretty interesting as a PvE grinding card.
It would need a much lower cost though.

So if I have 2, and the opponent plays one then it won't work? Same, if I have one and opponent has one will we both draw extra cards, or even worse, get into a positive feedback loop and deck both players out?

It supposed to be: "when you have 2 Generators in play", not 2 in general, gonna fix it, thanks!

Hm, right, with SoBra and Generators on both sides it could be a draw of total 8 cards at once for each player, so it fills both hands. I don't think it's a problem though, as such a situation would be extremely rare and can be prevented by keeping hand more full and/or removing one generator at one side.

How does it work:

Drawing activates both on play and in the beginning of each turn. You can draw more than once during the same turn if you play more flags|banners.
Flags|Banners are not cumulative and the upgraded card overwrites the unupgraded, just like Nightfall|Eclipse.


Strategies:

Synergy with Chimera. Courier Flag|Banner is also a good splash card (card that requires only the mark to be played) in decks with many cheap, but cost-effective attackers (e.g: Minor Phoenix, Graviton Guard, Abyss Crawler).
A good strategy when you have only one creature on your field is to wait until you have a sufficient amount of creatures in your deck, then when they start clogging your hand, play them all.
