Yep.

Strangely enough, casting three basilisk bloods on a creature doesn't delay it for 18 turns.
This is probably why it says cumulative.

Thanks for the answer. I think I am going to plan a deck around this card  :). Seems very interesting, especially in its interaction with SoPa
