It's the same as fractal, only for your opponent. So if you use this on a spark, your opponents hand is filled with sparks

Unless you are against the AI, who will play them all at once just so your death trigger permanents can activate again and again...

The idea is simple: get out a really quick Photon+Nightmare and get your opponent to fill his middle row with Photons, then put down Flooding and kill off all of his real creatures while your Permafrost protects you from the Photons.  The Vamp Dagger slowly heals you back up, and the Ice Lances can provide the finishing blow and/or remove an annoying creature that makes it out before you can set up the Photon+Nightmare idea.

I see this card as the fractal nerf everyone wanted.  Hard to use fractal with a hand full of junk.

It fills the hand up to 8 cards, your opponents just doesn't draw that turn.
