A: A Roman number will appear on each Law you play - similarly, the creature locked down by law will have the same number over the Law "status effect".

I really like this one. great in element synergy too. And I like the idea of elements having lockdown options beyond denial.

its pretty unique, and... yeah. I've thought about cards that could draw inspiration from a couple real life examples that would have to be a little bit more...abstract. I like it  :)

There's an obvious synergy to this and :gravity shield.
Pretty good card for preventing creatures from reaching the owner of this card.

There are a few questions I'm mulling over this card:

  • Does Mutation revokes Law's binding?
    To give some example, consider this fictive play:
    Turn 1:
    Masuzu (Mark of Life) plays four Entropy Towers, then a Photon, end turn.
    Chiwa (Mark of Gravity) plays four Gravity Towers, then plays Law on Photon, end turn.

    Turn 2:
    Masuzu plays another Ent Tower, Fallen Druid, then Improved Mutation on Photon (which turns into a 11/8 Azure Dragon with 2 :air: Poison) end turn.

    Is the resulting Azure Dragon still bound by Chiwa's Law on it?

  • Does Legislate require and consume an available Law in the deck?

  • After a Phoenix died, does the resulting Ash still bound by Law?

Also, I'd rather let Legislate available to play even if you've no permanent slot left (on which case it does nothing but consuming 4 :gravity). Also, unless you're speaking otherwise, you're free to inflict Law on your own units (which, against frail creatures with powerful abilities like Purple Nymphs, may help more than it'll hurt) and that buffing a creature's HP past the 5 mark does not set it free from Law.

No. It's the same creature, so law will still prevent the creature from attacking. (Try mutating a Momentum'd creature - it'll keep momentum.)

No. From what I've seen, Phoenix dies and creates a new instance of a creature called "Ash". Since the original Phoenix technically left the board, Law no longer has a target. (Try using Lightning on a Momentum'd Phoenix - it will not keep Momentum as Ash.)

I restricted it as such to prevent it from being too easy to use for anti-deckout. The rest of what you've said is correct. (It's worth noting that the additional freedom to target is a good reason to run Law over Legislature in certain decks.)

I disagree with the mutation mechanic of this card
If creature with more then 5 HP is blocked by gravity shield, then gets mutated and has 5 attack (like an abomination) the abomination will still hit the owner of the gravity shield
I just don't think momentum was a good example compared to gravity shield because gravity shield directly relates to the stats of the new creature, where as momentum is just a status effect

I assume when you say Legislate targets an enemy card that meets Law's requirements, you also exclude untargetable/Immortal creatures, due to how Law presumably cannot target quinted creatures. If not, however, it would make for a small chance to affect said quinted creatures, which (I think) is worth considering. (?)

Otherwise, great card & concept. For sure it's a new way to stall.

Momentum is a status effect. For Law to work code-wise, it needs to act like a status effect.

Additionally, I designed this with logic comparable to MtG's weaker Pacifism variants; even if the original condition no longer applies to the enchanted creature, the creature still has the enchantment on it and can't attack. I don't see why it would work any different here.

Laws spawned by Legislate exclude Immaterial creatures. (Compare Rain of Fire not hitting immaterial creatures). Thanks. ^^
