This card is for Neptune. It's basically even more CC for the FG, which also adds on to the Inundations in his current deck. The flooded tile also absorbs :water, which is why Precipitate costs 2 :water instead of 3. A fully flooded field costs 30 :water for the full duration. (10 :water for the initial ability cost, 2 :water for the Inundation, 15 :water per 3 turns for 5 tiles, 3 :water per 3 turns for the rest of the field.)

There's also the bonus of being slightly(?) balanced for a regular player to use.

We've all had those dream where you were chased by a monster but couldn't move or do anything.  Freekin' scary, say?  Did you ever start waking up from sleep but had trouble moving yourself? Maybe you were experiencing sleep paralysis.

This card is an addition to Dream Catcher's deck - just one card added.  Sleep paralysis is like Aether's silence, except it lasts for 2 turns.  Under paralysis, opponent's creatures cannot attack or use skills for 2 turns as well.  Dream catcher is one of the more cool conceptual false god.  It utilizes denial (BH, EQ, Discord, Pests), creature control (SW, Lightning, Rage Pot, Congeal, Antimatter) and has other "dreamy" cards like Deja Vu, Butterfly effect, and abominations.   

Sleep paralysis fits the "dream/nightmare" concept, and further extends the theme of denial and CC.

Deck restriction is to prevent putting 6 copies in your deck and running a 24 card deck, that still can be done with 28 cards, but it's less impactful. A last-gasp type effect to match well with Lionheart's infamous drawpower, and setting opponents on a timer. It's a predictable card and doesn't change Lionheart's gameplan, but suits him well as a fierce brave warrior.

This card is for Eternal Phoenix
For this competition i have assumed that the card can be obtained by players and included in their decks up to 6 times and balanced my submission accordingly.
This card fits EP nicely because more space in hand leads to more effective fractals. EP can definitely make use out of 1 copy because he has a small 30 card deck. I have no idea how AI decides on how to play cards but i would like the ai no not play this card ASAP if fractal is in hand and instead wait until fractal would be played then play all copies of this card in hand.
Once max hand size of 10 is achieved this card can still be played for no effect (still costs quanta).
if opponent has sanctuary their hand size stays unaffected.
For balance this card can justify a low cost because like SoB it applies its affect to the opponent as well. It would see some play in players decks because of its synergy with the aforementioned SoB with decks that play SoB. Increased hand size is a benefit for a range of decks; Fractal Decks, Combo decks, SoSe decks and stall decks. Firestall is possibly the deck that gains the most advantage out of it but it is not OP because it only becomes Helpful after the stall has stabilized and is accumulating bolts for an OTK.

If we only put 2*1 copies of Crystal Burst into Scorpio's deck, he may take a while to draw them from 2*54 cards. Before drawing a Crystal Burst, Scorpio has time to use his other, various spells.

Scorpio has the following spells in his deck: 2*5 Deadly Poison, 2*3 Congeal, 2*1 Ice Lance, 2*1 Purify, 2*2 Twin Universe.

For example, when Scorpio draws his first Crystal Burst, he already used 5 Deadly Poisons, 1 Purify, and 1 Twin Universe. He then uses Crystal Burst on a Water Tower, and the already used spells are casted again, one by one.

The spells triggered by Crystal Burst come in the order of them being played. If Congeal was the first used spell, then Scorpio uses Congeal first.

Non-targeting spells like Deadly Poison are automatically played. However, for each targeting spell, Scorpio has the option to either choose a new target, or skip using the spell. This is useful in case Scorpio would use Congeal as a result of Crystal Burst, but the player doesn't have any creatures.

The activation cost of a pillar or pendulum is reminiscent of another Water spell, Nymph's Tears (NT). Similarly to NT, Crystal Burst can also be used on the opponent to allow the opponent to use all his previous spells, but Scorpio would be coded to never do that.

This card would get a Rare classification, similar to Arctic Squids.

Non-neutral means not a flying weapon or malignant cell. The term is currently used by flooding.
Since I want this card to be obtainable, malignant cells would obviously be a problem.
This triggers on playing creatures from hand, mitosis, ffq, PU, pharao, déja vù, singularity...
This does (currently) not trigger on: fate egg, mutation, rt skeleton, rt mummy, flying weapon.
I might change the text slightly to allow flying weapon.

One change this card would make to the current game, is that it allows playing creatures while your field is full.
The card will drain quanta, and be discarded (doesn't trigger a death effect). There is no AI change necessary, as they already try this.

fire queen has 2 'awkward' spots:
-at the start of the game, when she is very slow if she doesn't get a quick queen out.
-after her entire field has been filled, quickly stopping her growing theme. (Fahrenheit/fire lance growth stops quickly after).

This card allows her to continue to grow at the 2nd awkward spot.
Most decks will not suddenly be unable to deal with fire queen with this addition.
OTK's will have a harder matchup, but with only 2 copies in 122 cards, most can outpace it. It even makes overkill better on OTK's.

The true Divine Artifice has been revealed: it is the Cornucopia of Fire Queen!

The other Artifices have been determined to be False Artifices, and are wielded by Falso Gods (unlike Fire Queen, who is of course a Regular God)
