Can pre-existing art (free / properly credited, etc.) be modified, edited, or otherwise employed in the "design" of the flag, standard, banner, or otherwise recognizable icon? (In other words, is the word choice "design" intentional to allow for submission creation as described above?)

As long as the design is yours, and anything that isn't yours or EtG's is properly credited, yup. I mean, if you use a generator tool, I'd probably look down on it for minus effort points, but other than that yall have free reign.
