Hmm... I think it should probably be a little cheaper (especially since it also helps out your opponent), but otherwise I rather like it.
It will encourage players to mix pendulums and pillars more and also to include more unupped pillars and pendulums even in upped meta.

It seems pretty straight forward.

Only pillars can be stacked and produce quanta IIRC.
One extra quanta per stack. Not that great.

Every card or stack of cards that would produce quanta produces 1 more quanta.  But not each air pend (for example) produces one extra, just the whole stack does.
