NOTES:
Damage decrased by Nocturne is rounded down. So, RoF will deal only 1 damage, if this card is on play.
This card can affect even cretures and their damage abillities. Psion (for example) would deal 2 damage instead of 4 unupped and 5 upped. Aditionally, Eagle Eye will deal only 1 damage instead of 3.
What is even more funnier, its decrases spell damage from creatures too. So, Psion would del only 2 damage instead of 5. I think its great idea to balance the OP of monoaether. ^^
Nocturne interacts with Freeze too. Its halves its duration to 1 turn (unupped) or 2 turns (upped). Its affects Antimatter too, by halving the damage of inverted damage (8 ATK creature + Antimatter will deal only 4 healing, instead of 8)
Its only weakens offensive spells, because its hard to imagine, how (for example) Precognition can be weakened. xd
There is some excepts from "offensive spell"  notation.
Its:
- Nova and Supernova (It would be kindly weird, if they would be decrased lol)
- Improved Plague (There is a problem with it, because its deal only 1 poison damage. How can i reduce 1 dmg? xd)
- Maxwell "Paradox" skill and Devourer passive. (Devourer with Nocturne should take 1 random quantum every 2 turns instead of every turn. Idk what to think about it)
- Shards (Honestly, weakness wouldnt be as bad for shards, but some of them cant be neutralised by that (SoI, SoFoc), doesnt affect oppo in that much (SoSere), or even helps him (SoBra sometimes).
- Adrenaline, Deflagration, Reverse Time, Gravity Pull, Steal, Silence, Pararell Universe
- Unupped Dry Spell (too small damage to reduce :/ )

Additionally, i made this card self-destructive, because Nocturne affects ALL spells. Not only opponent. Yours too.
It can have a bad influence in game, so i decided to do this. Even, if you will get more damage from spells, your opponent will be in better position too. ;P
In the position of concept, i placed this in :aether, because its already have a makes silence card. And, because stalling damage, I placed it in :darkness.

One way to "decrease" spells like nova or plague would be to have them hit only half as many targets. I.e. each creature, quanta pool, etc. that would normally get affected would have a 50% probability of being missed.

So, for example, when nova is cast, each quanta pool would have a 50% chance to gain +1 quantum.
When plague is cast, each enemy creature would have a 50% chance to receive 1 poison.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

I like this card quite a lot, even though it's nerfing direct damage from spells... and I absolutely hate the card just for doing that... >:U:<

Meh, personal taste aside, it's pretty good. I don't like the quanta colours personally (Would have made it :aether :light, but I think mechanically, so :/)
If you have two out, are the affects weakened by 75%, or does the card simply not stack?

Its only affect spells, which cant be stacked. But if played one after on, all of them are weakened by 50%.
I like this card quite a lot, even though it's nerfing direct damage from spells... and I absolutely hate the card just for doing that... >:U:<

I wanted to make card which anyone will love it, if nicely used, and hate it, if badly used. ;)
