Fairly straight forward. The targeted creature along with the creatures to its left and right will take 1 | 2 less damage from any harmful targeted effect. They will also be immune to field based effects such as flooding. This effect only lasts for a single turn. The effect does not stack with other phase screen or phase barrier effects. If a creature were to be affected by both the upgraded and unupgraded version, the upgraded version would take priority (eg 2 point damage reduction).
