eeeeeeeeeeeeeh this seems kinda OP if its not a pure rush deck without abilities/growers (lycanthropes / forest spirits)...while I will admit I like the idea that nymphs and tridents/pulverizers cannot use their abilities, that doesn't warrant giving it so much power as a card (you have quite a bit of control with blind and cloak, but I think a reverse effect is kinda lame).

I think it will be OK if it only lasts one turn like silence. Three turns is too long though. With 6 of these you can lock down the opponent for 18 turns. That's too long for a spell,  which is basically unstoppable short of silence or qc.

What if you had to have 1 turn pause between using it? would that balance it? or does it need a way to be removed?

That might help a bit, but 18 turns of no abilities or skills seems a bit much. Just think of how frustrating it is playing against a dim shield wielder. Now imagine that they start using this too.

If it were on a permanent, then the 3 turn might be a little easier to handle since it can be stopped by destroying the permanent. As a spell I think its going to be very very aggravating. Even if thats not OP, its not much fun to sit there locked down for 3 turns in a row with nothing you can do about it... If you can think of a way to let players break free early, then at least that promotes some creative thinking in terms of deck design.

Overshadows cloak completely. It's slightly more expensive, but is stronger, can't be countered and can barely be prevented.

Lowering the reduction would make it closer to silence, while still being different.

EDIT: Now that I read the notes I think I got it (I suggest work on the wording a bit). Not being able to use your own abilities or buffing your own creatures is not always a disadvantage, which would make this card much more situational (weak vs a mindless rush, stronger vs some types of stall). It also moves the balance towards spells being even more powerful, which I'm not sure is a good idea.

Nerf the duration of the effect to one turn, like silence.
