Not necessarily, its only less potent when used on a creature in play.
However, since you can target cards in your hand, you could duplicate immaterial creatures, spells, and permanents.

This could be very interesting in a deck that uses SoSe... essentially, the shard spawns the cards and you pick the ones you need most to replicate.

It is also interesting because it can effectively extend the number of copies of a card to 12. This could, for instance, bring back bolt-kill decks outside of the fire element.

My only critique is that I think the upgraded version should be allowed to target either upgraded or unupgraded, and not be restricted to only upgraded cards.
Whether the glass is half full or half empty is a moot point. It is always filled to the brim. It is only a matter of by what. The real question is: What fills you?

The examples target Immortals and Elite Immortals... So this can target immaterial?

The examples target Immortals and Elite Immortals... So this can target immaterial?

as explained, this targets cards in your hand, immortals are not immaterial while not in game, because you wouldn't be able to discard them otherwise
