My original intention is to make a series of 15 quanta dragon cards,
but good dragon art are rare, so i cant really make a series now.
Okay, please compare this card with Miracle. Does it have nearly the same effect? No. Well, is it's damage/cost ratio good? No. Does it have an ability to justify that? Yes, but this is OP in that the second turn this is out, you could have gotten a +8|+6 for 2

. The ludicrous cost makes this thing overpriced and underpriced at the same time.
Making 15 quanta cost cards have to be super uber good cards that are game changers (and even 10 quanta is at Fractal, another very powerful card to go with Miracle, while at 9 there's Sky Blitz). These dragons so far don't fit that description.
And also, adding an additional 3 HP does not warrant a +2 cost, cost should really only be raised if the gain from upgrading is too much for just a normal switch (like Otyugh to Elite Oyugh). Think about it this way: When you upgrade, think that there is this line that is a bit above the normal card.

______________Goes up to the yellow lineNormal card hereA normal upgrade would either be below or at the line, so you wouldn't have to balance it out with any cost raises, stat decreases, etc. If the upgrade is so powerful that it goes above the line, something needs to compensate so that it goes back down to be equal to or below the line.
