Works similarly to steal, except the opponent keeps their copy of the permanent.
As with steal, this puts into play on your field an exact copy of the target permanent. However, sundials will be charged to hasten if copied from enemy, unlike stolen sundials which act as if they were directly played by the user of steal.
If there is a stack of many permanents, each :fire :fire Forge usage only copies one, not the whole stack.
Cloned permanents will not be able to use their skills on the turn they are forged.

Also, if this is to he like steal, then it should say 'enemy permanent' ... or can it target the owners perms as well?

So, basically :aether Parallel Universe for permanents that could create mass copies of itself due to it being the active ability of a permanent? Don't know, really. This card may force a duo, but I can't tell really how it works. Even if permanents are less important than creatures(unless we're talking direct quanta generation), and also a little weaker, making mass copies of, say, :death Bone Wall would not be nice, at least for me. The upgraded version is somewhat splashable, making it a little hard to reckon with if put in the correct combos. Let's assume: :earth Armoury, :death Bone Wall, :death Graveyard, :death Soul Catcher, :entropy Schrödinger's Cat, :earth Heavy Armor, :fire Mark of Fire, :entropy Amethyst Tower, :earth Earth Pendulum, I would be a little scared, really. It's pretty powerful in a sense. And maybe some other :entropy card that is not too costly. And maybe some :chroma quanta for opponent's permanents.

In the end, this is the cards in-game this could be related with:
:aether Parallel Universe, but for permanents.
:darkness Steal, but without any losses for the opponent.
:aether Mindgate, but without paying the quanta cost for the card copied. This one I'm particularly concerned.
:life Mitosis, but starting on the board with the ability itself and being of a different quanta cost and also cheaper.

Some balancing would be nice, starting by the cost of the card to make it a little less splashable or to compensate for being an ability instead of a spell. restricting the targeting to opponent only could also be an option. But it still is pretty similar to :aether Mindgate, in the copycat sense, of course. The notes section tells me it is intended to only be able to target the opponent, but as it isn't implied on the card as well, I'm assuming it is ANY permanent.

I haven't really decide if it can target owner's perms, but steal can for some reason

As with steal, this won't copy a whole stack of permanents, so the op combo with bonewall isn't an issue. Still there is the matter of dimshield cloning which makes me think it should only work on enemy permanents.

or, unlike steal, you make it an exact copy.
Copy a dim shield with 2 turns left? you get a new one with 2 turns left.
Copy a sundial you played last turn? you get a new sundial that breaks this turn.
Copy a freshly played sundial? Enjoy your soft pc protection and extra card for 2 :fire and :light.

if this is implemented, I cannot see an OP combo.
In fact, I think it's closer UP. The cost of 4 :earth and 2 :fire is quite hefty.
Add to that that there are no great permanents to copy in :earth and :fire.

You can use it to copy pillars, though. Both elements synergize with having lots of quanta available.
But it's probably not worth the cost.
be quick- time is quanta.
