It seems the first one would be more appropriate as a spell (although the name and picture would need to be changed for it to make sense).  As a permanent, If someone were to destroy it, what would happen?

The first one is pretty good, but I think that if you take out the 'bubble' part, you can add in a bit where 'When Flooded, protection is infinite.'

Because we don't really need to have the bubble part told to us; we can infer it ourselves, desu.
Infinite protection seems really OP, maybe could be increased by 1.

Are you sure don't we need? Half of players of elements use explosions...
Or this, then: 'When Flooded, drain  :water :water  :water per turn to protect all permanents. If not, lasts one spell each.' That's pretty much all you need.

Exactly. :water has few permanents, but when used often are key cards, stealing your ice shield can bring you to the lost. It give a soft protection, can be easy broke because your target usually aren't all the opponent's permanents, but only 1 or 2, and if you are a Pulverizer of a creature with destroy it delay one turn the destruction.

I chose 5/4 because the cost are too high if you think about pulvi and poseidon

Edit:
wait does that bubble surround all permanents or is there a bubble for each permanent, in that case it should be maybe even higher than 7/5
